How do I transfer home videos on vhs to my computer or a dvd?

I have a device called Pinnacle Dazzle DVC 100 that is supposed to allow me to transfer my home videos from our vhs tapes to either a dvd or my computer, but when I attempt to do so nothing is actually recorded. I've tried running the tape, not running the tape, and nothing works.
