Is it perfectly legal to have two people in 1 seatbelt?

The reason i ask this is because there are not enough seats with seat belts in my vehicle for the amount of friends i want to take with me on a trip there are 5 seats 6 people so can i put two people in the middle seat belt the goes across the waist? And if so Is it legal?
