If your sister doesn't have a driver's license, she has no business driving your car or any car for that matter. It's against the law. Where are your parents right now? Ask them to get your keys from her. And if she won't give them back and if she takes your car, then call the cops and tell them you did not give her permission to use your car. It will be as if she is driving a stolen vehicle.
